You can pass all the laws you want. You will never be able to legislate against madness or evil. Alexander the Great conquered the known world, killing thousands and subjugating millions without a single gun. In Rwanda, men with machetes, knives, and spears committed a genocide in the recent past. Guns have been used for evil but also for good in thousands of instances of self-defense. Murder is against the law, but people murder other people with alarming regularity.
