Switching Some Votes

If a conspiracy exists to steal the Presidency on behalf of Joe Biden, should he be rewarded with the nation's highest office? If such a cabal is real, is there any way Joe Biden did not know of it? If miilions of votes were manipulated criminally to place the former Vice President in the White House, there is no way he should ever be President. If he particpated in vote fraud, Biden should be prosecuted.
