Entirely on Hamas
If Hamas had not attacked Israel, there would have been no IDF response in Gaza. If Hamas had allowed Palestinians to follow Israel's instructions to leave, there would be no Palestinian noncombatant casualties. Every civilian death in this conflict must be laid at the feet of Hamas.
