Rescind Special Prosecutor

It seems James Comey was trying to trip our President up enough to make a special prosecutor necessary. Instead of rewarding Comey with the Robert Mueller investigation, the genie should be shoved back in the bottle and Mueller should be relieved of investigative authority. Has a Special Counsel or Special Prosecutor ever been rescinded? If not, it should happen now.
