Rain or Flood

Life depends on water. Water is essential for survival. As necessary as water is, floods kill hundreds of people every year. Cape Town is at this very moment at risk of running out of water. California is apparently heading back into what seems almost perpetual drought. It is a shame that such an abundant resource as water becomes so scarce in certain places.
