Cataclysm Without Warning
A massive earthquake struck Taiwan yesterday leaving at least seven dead. That sort of event is largely unpredictable. Construction codes may create buildings where occupants have a better chance of survival, but even if people were warned that a huge tremor was about to strike, more folks might be killed in the resultant panic to escape structures by crushing or even falls, that the advance knowledge of the quake about to happen might cause more harm than good.
