An "Animal Shelter"?

I have always wondered how an institution dares to call itself an "animal shelter" if it kills the cats and dogs it can not rapidly re-home. More appropriately, such a place should call itself what it really is- a "pound". That may not be politically-correct these days but that is what these facilities really are, kill pounds or truthfully, slaughterhouses for unwanted pets.
